Graham County DUI Guide

Bring cash. Graham County's entire administrative system, from the jail to the tow yards to the City of Safford, runs almost exclusively on cash and money orders, and the one detail that trips people up most is figuring out which agency actually made the arrest.

Two Agencies, Two Fee Structures

The Graham County Sheriff's Office and the Safford Police Department both make DUI arrests here, and which one arrested you determines where you go to pay fees and retrieve your vehicle. The City of Safford has, since a 2016 council resolution, charged a flat $150 administrative impound fee, payable to the City, not the tow yard. Figure out which agency was involved before you drive anywhere, or you risk a wasted trip and another day of storage charges.

Booking and Bail

Arrests are booked at the Graham County Adult Detention Facility, 600 W. Graham Canal Road in Safford. The Sheriff's fee schedule even charges for the paperwork itself: $5 for a booking sheet, $0.25 per page for the full booking file, $5 for a mugshot copy.

Bail has its own cash trap. For bonds the magistrate designates "cash only," the jail will only accept money orders, not cash in hand, so a family member showing up with a stack of bills to bond someone out will be turned away and sent to convert it first. DUI bond amounts generally run $500 to $2,500 for a standard misdemeanor, depending on severity.

Visitation has moved almost entirely to video, through "The Visitor" system or the ICS Mobile app, and on-site or remote visits both require scheduling 24 hours in advance. No inmate movement happens between 7:00 and 8:00 AM for shift change and counts, so plan around that window. One genuine convenience: if you're traveling more than 100 miles to visit, the jail will sometimes allow a full hour instead of the standard 30 minutes, though that's a courtesy that has to be arranged with jail staff ahead of time, not a guarantee.

Getting Your Car Back

Arizona law requires a 30-day impound for a suspended license or an extreme DUI, though early release is possible if your license gets reinstated or a spouse or lienholder retrieves the vehicle. A spouse needs a valid license, the marriage certificate, and the title, since the exemption only applies to community property.

Graham County rotates towing between two providers: Nuttall's Towing (304 S 7th Ave, standard business hours with a midday lunch closure) and Magnum Towing (530 E U.S. Hwy 70, open 24 hours). Which one gets your car depends on the rotation log at the time of the tow, not your choice. Either way, the tow yard cannot release the vehicle without a release form from whichever agency, Safford PD or the Sheriff, handled the arrest, and that form has to be paid for separately, in cash or money order, before the tow yard will do anything.

Court

Misdemeanor DUI and initial felony appearances go through Graham County Justice Court, Precinct 1, at 800 W. Main Street. It keeps unusual hours: Monday through Thursday, 7:00 AM to 6:00 PM, closed Fridays entirely. Felony DUI goes to Graham County Superior Court, in the same building complex on a different floor.

Cell phones and pagers are barred inside; the courthouse states plainly that they can be confiscated by security. Dress code prohibits shorts, tank tops, and unkempt t-shirts, and there's a specific rule barring anyone from standing within 10 feet of a person in custody, which rules out hugging or handing anything to a defendant being escorted by officers. Virtual hearings run through Zoom, with a formal code of conduct that bars attending from a moving vehicle and requires courtroom-appropriate dress even remotely.

Your License

The 15-day rule is the one deadline that matters most here: after an Admin Per Se suspension notice, you have exactly 15 days to request a hearing in writing, and Safford has no local Executive Hearing Office to file it with. Everything goes to Phoenix, and since local mail can be slow, faxing the request (602-241-1624) is safer than trusting the mail to arrive in time.

The Safford MVD field office, 310 W Main St, is open weekdays 7:30 AM to 5:00 PM, but effectively stops full service around 4:45 PM and needs vehicle inspections done before 4:00 PM. Appointments through AZMVDNow.gov are strongly preferred over walk-ins. If the state office is too backed up, MVP Motor Vehicle Processing, a private authorized third-party provider with locations in Thatcher and Willcox, offers faster walk-in service for a convenience fee.

Ignition Interlock

If your reinstatement requires an IID, Safford has three local installers: Intoxalock through Haralson Tire Company (214 E US Hwy 70, closed weekends), Smart Start through UTV Werks (1153 W Thatcher Blvd), and QuickStart (102 W 5th St). Installation runs anywhere from free (with a promotion) to $150, with a monthly lease around $60 to $100 and calibration roughly every 30 days for about $20 a visit.
