Lipscomb County DWI Guide

One piece of good news buried in the county's history: the 1916 Lipscomb County Courthouse went through a $6 million restoration finished in September 2021, adding a new elevator and modern security. The accessibility problems that used to plague anyone showing up on crutches or in a wheelchair are gone.

Jail and Bail

The Lipscomb County Jail, at 105 East Oak Street, doesn't run an online booking log — custody data feeds into the statewide IVSS-Counties system and VINELink, but there's often a real lag before an arrest shows up there. Calling the jail directly at 806-862-2611 gets a faster answer than refreshing a website. Magistration happens within 48 hours as required by law, but there's no standing 24/7 schedule — it happens during business hours or when a judge is specifically called in.

No bail bondsman keeps an office in Lipscomb itself; the county is too small to support one. Families typically work through a regional bonding network or a traveling agent who covers the whole Panhandle. The standard premium runs 10% to 15% of the bond, or $50 minimum, non-refundable. Once bond is posted, release takes about 90 minutes.

Court Process

Misdemeanor DUI cases go to the Lipscomb County Court under Judge Dori Roots (806-862-4131); felony charges move to the 31st District Court under Judge Steven Emmert (806-826-5501). Clerk Chrissy Dunn's office, at 101 South Main, handles filings for both — but closes for lunch from noon to 1 p.m. sharp. Anyone driving in from Amarillo or across the Oklahoma line to file paperwork should time that trip carefully; showing up at 12:05 means an hour's wait in a town with nowhere to sit.

First-time offenders may qualify for Texas's DIVERT pretrial diversion program: an admission of guilt, substance abuse evaluation, random drug testing, alcohol education, a mandatory ignition interlock, and about $302 in fees. Complete it without a violation, and the prosecutor recommends dismissal.

License Suspension

The 15-day window to request an ALR hearing starts the day of arrest — miss it, and the suspension becomes automatic on day 40. Lipscomb County has no DPS driver license office at all; the nearest regional tax office sits in Perryton, but full license services still require a DPS appointment, often booked weeks out online. Calling DPS on a Friday morning between 7 and 8 reportedly cuts down the hold time.

IID, SCRAM, and Insurance

No ignition interlock installer or SCRAM provider operates inside Lipscomb County — anyone ordered onto either device has to drive to Amarillo for installation and the monthly recalibration that follows. SR-22 filings after a suspension go through a regional broker or a national carrier online, since no local high-risk insurance agent serves the county's roughly 66-person seat.
