Those rules are set by state law: a $175 base tow, $17 a day for storage, no storage charge for the first 24 hours, and no charge for days the lot is closed. The lot has to take a debit or credit card, not just cash. Two traps on retrieval
The lot won't let you drive the car off with expired plates or a lapsed registration. If yours is out of date, you either update it at the tax commissioner's office first, paying any back taxes, or you pay for a second tow to haul the car to a private driveway.
If the person arrested isn't the registered owner, the lot won't hand the car over to them even with the keys and the money. The registered owner has to come to the window with a photo ID. If that owner doesn't have a valid license, they still have to prove ownership and bring a licensed driver to take the car off the lot.
