If the car isn't registered to you
If the car belongs to a spouse, parent, employer, or friend, you can't get it out. The registered owner either shows up in person with the title or registration, or writes a notarized hold-harmless letter that names you, lists the exact year, make, model, and VIN, and releases the towing company, the Sheriff's Office, and the city from liability. It has to be the notarized original. A copy or a fax will be rejected, and the car keeps accruing fees.

The office that processes payments and checks documents runs 8 a.m. to 5 p.m. on weekdays only. Retrieving the car after hours triggers a gate fee capped at $65. Aim to start the release before 4 p.m. so there's time to sort out any paperwork problem before the staff leaves.
